Price gouging is a business suddenly raising prices because of an emergency. For example if Lowe's tripled the cost of plywood as a storm neared.

If a hotel normally charges 30/night/pet and when a storm is coming still charges 30, that is not gouging.

If he was having to evacuate, why not just leave the dog in the house if he couldn't bring it with him for some reason? True, the dog still might have drowned if the water got that high, but it would be better than tying it up to potentially drown with no chance.

And if you are worried about the dog doing it's business in the house, confine it to one room, preferably one with a hard floor, lay down a bunch of newspaper, and deal with it when you get back. Garage would work if you have one.

So you acknowledge the dog had no chance.

What's the "SOME REASON"? Ill tell you. Hotels don't allow animals most of the time. And if they do they charge $30 per pet PER NIGHT!
