Please forgive me if this question has previously been asked, would someone tell me how my husband can set up a tee time at any of the golf courses in TV.

This is a paid service. I think it's $8.00 a month. You can sign upfor the service at their office in Lake Sumter Landing (on the side between City Fire and Red Sauce.

As far as I know, that's the only way. May be another....

You don't have to pay $8.00 per month (yes that is how much it is) if you only want tee times. The site does have lots of other good reference information though. However, if not online, you have to use the phone system for tee times and it can be "quite a hassle" sometimes.

Does anyone know if GMS (or whatever the people who own the on line tee time booking system are called) offers a vacation or off months while you're away from TV, similar to Comcast's vacation option?

I am assuming you mean the folks who manage the $8/month tee time web site....
