If the two cart rule persists, I would like to see a reduction in the trail fee.
I also think that with two golfers in a cart there would be a lot of going left and right and not just straight to the ball.

a) The 2 cart rule will persist. It always was there until the pandemic and now has returned. No different that almost every other course in the country

b) If you are talking "trail fee", then you are talking exec courses and you are on the cart path anyway

There are no other written exceptions, managers will make a determination as they arise. The starters WILL NOT make the exceptions.

This on the USGA website. It’s only a small portion of a large section regarding minimizing golf cart damage:
Less cart traffic means better playing conditions.

Walking or sharing a cart goes a long way toward reducing cart traffic and improving turf health. This helps courses conserve resources and provide better playing conditions for everyone.


Reducing cart traffic makes it easier to maintain healthy turf and good playing conditions. When possible, walking instead of riding is a big help. (USGA/Darren Carroll)

Golf facilities use ropes, stakes, signs and many other traffic control measures to minimize the negative impacts of cart use; but ultimately, they depend on golfers to be mindful of where and how they drive. Respecting course rules, being understanding of cart restrictions and doing our best to reduce cart traffic can have a very positive impact on the courses we play. Torrey Pines currently instructs those riding carts to drive in the fairways and keep the carts off the rough as much as possible. They said to enter the fairway as soon as possible. So, for the most part you are not on the cart paths either.

for months before the Honda and the Valspar at PGA National and Copperhead, they told us to do the same thing----they want the rough to grow out to be more challenging for the pros.

The big difference here vs other courses, is MOST of us are using our own cart - not a course cart.

For that hole and all subsequent hole. The third cart must remain on the cart path or rough for the entire round.
