Electric carts do not have any mechanical governor that you can remove or adjust. They may however have a programmable motor controller that may be able to be reprogrammed depending on the model of the controller. The controller is located near the motor and has wires running from it to the motor. You need to get the model number and then go to an online forum where you might be able to get some "how-to" information on how to reprogram it.
