Over is correct and it is in the deed restriction information - right after the section on whether to swipe your gate pass from left to right, right to left, top to bottom, or bottom to top. I would tell you which is correct but I think someone tore that page out and used it for toilet tissue.

If I change the TP, it goes OVER. Easier to see...pretty simple, and makes sense.

Years ago I cleaned hotels and we were trained to hang the TP so that the loose edge comes over the top and then you fold the edge so it comes to a point in the middle. So, that must be the correct way to hang TP or there would be no need to fold to a point, it wouldn't stay put the other way, right??
