I am looking to ladder CD's and it's important to have CD's that offer no penalty for one time withdrawals to capture higher interest rates.

Just don’t use Ally. They have been a nightmare to work with and “lost” two CDs until I could provide the account numbers.

CDs that allow a no penalty withdrawal will typically have a lower interest rate.
