I would also vote no - as has been said, sometimes pictures are not that easy for some...and often there is an ad and the images follow. If pictures are made as mandatory - people will just post stock pictures or pictures of what ever other odd thing. Seems someone is trying to solve the problem no one has. If you dont see a pic - skip the ad if you so desire. (a good example would be things such as tickets to the theme parks and what not).

Friends or Neighbors Can Help in this Situation.
I don't see how TOTV could provide any assistance. However. I am sure those who fall into this category have neighbors or friends who would be willing to help out.

Going Nuts
Trying to figure out how to upload a picture for classified. We have windows 10 and are using Chrome. The ad freezes every time I try to ad pic. then have to restart computer.
Why am I having such a hard time finding instructions on TOTV on how to do this? They should make it easy to find answer. I even called someone who was advertising a golf cart to ask how they got the picture up. Oh she said "even though I am very computer literate I had to call a computer geek friend. ToTV, There have been enough problems with pictures, that this should NOT be a requirement. I personally had several problems adding pictures, until I realized they were too big, and this site did not provide a suitable error message. I agree with most of the most of the comments, in that pictures tend to be very helpful, but I do not see that they should be a absolute requirement.

Contact information such as a telephone number or email address other than messaging through TOTV should be mandatory.
