I have not a clue what this is. Those hats though?

When I was in the 6th grade, my hometown held a Diamond Jubilee celebration in honor of 75 years of incorporation. An organization called Brothers of the Brush was formed and all the local men grew beards and wore hats and ties like those in the photos. My guess is that is what is going on here and the fellow being carried broke the law by shaving, and is being carted off to a mock jail set up in a public place.

Inhave a lapel button for a brother of the brush event more than 50 years ago.

After my earlier post I did some searching and found out that it is Lake City in 1959 during their Centennial Celebration.
