I was just told that house water is cheaper than irrigation water, so if you have to water a tree, potted plants, flowers, etc., it makes sense to use a hose, not a sprinkler.

Did you take into account that when you use potable water there also is a sewage charge associated with that water. So you can't just look at the charge for water.
