Default Mule palm is 'bleeding'

My mule palm is oozing a redish-brown substance near its base. We've read that it may be a bacterial infection (happens after cold snaps). Any amateur/pro arborists care to weigh-in ? Treatment ?

You could contact master gardener (University of Florida?) for help, no cost.
