Golf cart rentals are typically viewed as a commercial post which would require being a sponsor on the site. If it is personal golf cart you could put in the General Discussions section.

I would suspect the connector, as depending on age I could easily see these becoming loose. Now without looking at the actual unit, it is possible there is an interlock, such that the charger will not turn on until the connector is properly seated, and this is worn or out of adjustment. I would do a google search, and see if you can find any info on this.
