People get tired of bird poop on the dock. People complain. Management wants to be proactive, so they requisition the purchase of a plastic owl complete with a motor to turn his head. Then they create a work order to have it installed. So now real birds will be scared and stop pooping on the dock. Sounds good. What could possibly go wrong?
