This American Kestrel, known as the smallest falcon species in North America, was all fluffed up on a cold morning at Hogeye Pathway in The Villages.

Does anyone else see these birds in the roadways at night (I guess for heat?).

Yes, I have seen them. I had thought a scavenger going after a deceased rabbit. But maybe for warmth.
