Maybe expected to get more when going into store so took the flat bed from the parking lot. Just bringing it back out for others to use.

Funny pic without context.

Maybe it was ordered online or via the app for store pickup. Quite often items are put on a cart by the store & then the customer simply wheeled it out.

Reminds me of hospitals that require patients to be wheeled out on a wheelchair when they are discharged and well. (Don't give me a lecture on this, I know why they do it).
