Unfortunately with thousands of people sueing insurance companies for brand new roofs and a couple thousand attorneys also getting millions of dollars in settlements and massive building in Florida leading to large home price increases, there's only so much reform can do.

Sounds like many laws or directives, the whole thing just means that everything basically stays the same, with a get out for all concerned if things go wrong.
Cook at home, or go fetch the takeaway yourself, could be a better idea.
