Is it possible to have a metal railing cut or a section removed to provide access to a backyard that is enclosed by shrubs? Doc's Restoration recommended contacting a fence company to install a gate, but can a handyman also do this professionally? If so, are there recommendations for someone? Thank you for any suggestions.

Anyone with a sawzall and a metal cutting blade could cut that in about one minute. I would be happy to do it for you if I was at our Villages home, but unfortunately I’m up north recovering from last week’s hip replacement.

Not sure if I'm seeing the picture right (on my phone) but it looks like you might be able to unbolt a section. Again I'm on my phone so that might be dirt I'm seeing and not screws/bolts.

Looks like something at ends each rail? Or drill rivets out? Looks like there opening at far left end anyway?

I agree with a previous reply, just remove the screws on the section you want removed, should take a few minutes.
