Default Solar Panels

Why aren't more houses using Solar for electricy? I see panels for swimming pools but not for the whole house. I would think this would be the ideal place to have solar.
Is it because the recoup time is not worth it or are they not allowed?

I spoke to a rep from a solar panel company and he said that the electric rates are so cheap in Florida that solar panels are not cost effective

Fl has a bad rebate program on solar.

The return in an install is way too far out to save real $$

Our utility bill has not been over $100 per month yet, including the summer so I think our designer house is well insulated and positioned well. We are looking into panels and even after the federal rebate don't expect to break even for man years. We are considering it though.
