Default Bad weather and entertainment at Town square

If it is raining at five but not at 6 o'clock does the band start playing late or do they cancel the entertainment altogether ?

Just because it is raining in your neighborhood it may not be raining at the square. I can not speak for all performances but lightening is usually the reason a show is cancelled.

Rain alone will not cancel the entertainment. If town square becomes unsafe for performers, vendors, and spectators, the evening may be canceled. I have seen torrential downpours empty out the squares only to stop raining and see folks fill the squares back up as if nothing even happened.
