Default Ponds already over full before the hurricane even hits

The last time we had a hurricane they were running all the sprinklers on the golf courses and beside the roads. This time I have not seen that and we are going to get lots of rain. I know we are in a drought paying a surcharge LOL, but this time it seems like they are getting a very late start pulling them down. Of course I could be wrong as I once thought I made a mistake, but I was wrong. The ponds are already at a very high level.

They are running them. Just not all at the same time. They started a couple of days ago.
