Unfortunately I believe you need a substantial number of Trump's cabinet with the Vice President's backing to declare him mentally unfit to govern for him to be removed under the 25th Amendment, Section 4. This should be a very hard thing to do to keep the USA from becoming a Banana Republic even though under the Trump Administration that is what it will look like to any meticulous historian. Could the 25th Amendment really remove Trump from office?
