Default Amenity Fees

On our street (18 homes) there are two homes that are paying over $10 lower amenity fees on the street. Both in the $144 range. Most are near $155. Some, but not all residents have been here just as long as the lower paying homes. Is there some exemption that is available? Is there a link that explains how it all works? We are in District 3.

When you buy here your amenity fee is established but can increase by the CPI (not a good measurement). If the house is sold the new buyers pay the prevailing rate which also is subject to CPI. Different homes will have different fees based on date of purchase.
