Can anyone tell me whether the water delivered to the hose bibbs on the side of my house deliver potable water or water from the irrigation meter? I have two meters and live south of 44.

Yes, it is potable water. Not sure if you plan on drinking it. While we used to, as kids, regularly drink from a regular hose you can purchase,"special hoses," designed to carry water you plan on drinking.

If you want to see something scary, check out the hoses they use to fill the water jugs on the golf courses and ambassador carts.

and the hoses were just fine. Ignore any trolls on this subject...it's ridiculous and designed to cause trouble.

Irrigation water south of 466 is not potable. It’s reasonable to wonder if the irrigation and hose bib water are one in the same.
