This is a commonly used tactic. First you will not know if the winner is the guys cousin. But, assuming they actually give the item away. A list of people interested in buying a home NOW, may well be worth the $1,000 to the one doing the raffle.

I keep an e-mail that I use when I order stuff on line. All companies CLAIM they do not sell this info. It is amusing how much TRASH I get on that e-mail.
