The bronze colored metal of our birdcage is dull/faded/weathered. Anyone done anything to refresh the look of theirs that will have a lasting improvement?

Peter's bubble-wrap segment on a recent Newcomer's YouTube video addressed this. A thorough cleaning, and then the application of a wax (like a car) was his treatment.

This is an anodized product, and I have no idea how to do what you want. I would try calling some of the suppliers like White Aluminum to see if they have a method or product to do this. Be aware that most (if not all) paints do not work well over aluminum.

Based on a post here I picked up LA Totally Awesome cleaner at Dollar General to clean my gutters. It did a great job so I used it on my bronze birdcage frame and screen. Brightened it up somewhat too - the white gutters brightened up considerably, but I brush scrubbed those but not so much with the birdcage. I believe it can remove some of the oxidation layer.

Be careful that the chemical product does not damage the screen mesh!
