Rather than painting the cart, would you consider a vinyl wrap? I can’t offer any opinions about a company that could do this work, but there must be some near by.

This has been asked a few times, try a search of this site. NOTE, IMHO, to get a quality job the cart needs to be partially disassembled so do not be surprised at the cost.

Do it yourself with some rattle cans, I turned this cart into a Steeler cart with about 4 cans.

Plasti Dip is good for dyi also. If you don't like the result, just peel it off.
