I use Budget and Hertz. The good rates also depend on discounts like AAA or AARP and timing days of the week.

I start my search using kayak.com and it will give you the agencies by name and their prices.

Once I have the best price I go to the agency website to see if they are cheaper or not then book.

Most importantly, after booking a rental I check back every week and see if the rate has dropped.

I have a 9 day car rental in November for a full size car from Thrifty at Orlando Airport that came to $198. with all taxes and fees.

When I first made the reservation it was $279, but dropped 2 weeks later.
