I use Budget and Hertz. The good rates also depend on discounts like AAA or AARP and timing days of the week.

we rented our last car from priceline.com. Got an excellent rate.

I start my search using kayak.com and it will give you the agencies by name and their prices.
Once I have the best price I go to the agency website to see if they are cheaper or not then book. Most importantly, after booking a rental I check back every week and see if the rate has dropped. I have a 9 day car rental in November for a full size car from Thrifty at Orlando Airport that came to $198. with all taxes and fees. When I first made the reservation it was $279, but dropped 2 weeks later. Good luck.
