Default Par Car stutters after storage

When my Par Car is not used for several weeks it operates vary roughly when first driven. It is particularly noticeable when going very slow or slowing down to an almost stop. Stutter is probably not the right word to describe a mechanical movement problem so it might be described better as a pulsating power response instead of the usual smooth power application and re-generation drag. I’m guessing that the power to the motor is not being supplied continuously. The problem is present during the self-regeneration phase when slowing down as well as during low speed power application via power pedal. After giving it a work out around the neighborhood for 10 to 20 minutes the symptoms gradually disappear. Would appreciate any hints as to the cause. Thx

tires are flat from storage. After tires are run they will regain roundness. Check the pressure, unless you are sure this is NOT the problem.
