What is all the construction/trenching along Morse Blvd about?

The only thing I've seen is what appears to be replacing of irrigation control boxes, valves, piping and valve wiring. That's what it looks like to me but I may be wrong.

Appears to be your basic irrigation project to me.

The landscaping of right-of-ways on both sides of Morse north of 466 are shadow of what it is to the south or anywhere on BVB. I assume this is a start to correct that.
