There's no reason why a movie cannot be both, there's just not enough of them. Apollo 13 as an example, especially for anyone under the age of 40 who didn't experience the drama of it first hand.

I would think since this movie is more of a fantasy type movie, you would not find a large audience in The Villages due to our age and maturity. Underground cult movies due better in cities with large populations of younger people that like being involved in conspiracy theories.
