Default Question regarding change of cruise passengers

Situation: A friend has a cruise booked and is within the 25% penalty period before departure. Wife looses her job and they decide not to go on the cruise. (ie cruise costs a $1000 per person or $2000.. and was paid in full 70 days in advance of sailing......cruise line will now refund only $500) Can this couple find a replacement, and simply have the passenger names (a new couple) changed on the cruise documents and thereby avoid the penalty??

I think I know the answer but is it dependent upon the cruise line OR can a GREAT Travel agent do something that would help this couple?

BTW Couple either did not buy travel insurance or the insurance would not cover loss of job as a reason not to go on the cruise.

Has this ever happened to anyone?
