Bad workmanship. Who is responsible/ paid off? I would prefer gravel roads in lieu of this company.
You need to provide more info, villa streets, county streets, what was wrong, etc. I have recently seen 466 and Stillwater (county roads) repaved very nicely. Villa streets are NOT county roads and are handled by the developer (or CDD?). What is the problem with the paving?

VT, good questions. We had the second layer(?) laid on our street last week. Ours looks great. Don’t know what the OP’s problem street looks like. No info, just bashing. And it’s only his second post since 2018.

Are you in a new neighborhood? Just wait they will polish it off. If you are in a new neighborhood you have at least another year of construction.
