It's up to each course and their employees to enforce the rules. At the course I work at we are instructed to enforce them, and I, we do, as much as we can during our shifts. It's pretty safe to say that's policy across the board.

I believe you of course, and many other employees too I am sure, but WHY would one community have so many different sets of directives for EACH course ? You are correct I know, on one course when I passed an "ambassador" on my way to the next hole, I mentioned (NOT angry, not wanted some incident, etc.) with a light tone and smile: "you might want to keep an eye on the folks behind us, they have no handicap tag, but seem to do whatever they wish with their cart, including driving ONTO the apron, BETWEEN the lip of a trap and the GREEN, and even driving on area BETWEEN the various TEES ! ! Ambassador said: " I hear ya", and shook head slightly, " but we're told that's why we are ambassadors, not marshals, we are told not to reprimand residents or guests, it makes the place seem unfriendly I guess". I shrugged and just said, "yeah, I guess, but seems like that kind of attitude (I made it clear NOT HIS attitude, just in general) can really get costly ! ? How about the people who grind out cigarettes on the greens.... that seems like a "nothing burger" thing here too ? Go figure....
