Default Any Civil Engineers Out There?

At the southwest corner of Odelle Circle and Buena Vista, across from the Duval Village Gate, there is a large pipe coming out of the ground with what appears to be some sort of pump perched atop it. Running perpendicular to this pipe in the ground is attached another long pipe that has been pieced together and runs over land to the storm sewer drain on one of the nearby side streets. It can't be permanent as it is an eyesore. They are obviously pumping something from somewhere nearby into the storm sewer. I'm just curious as to what this is for. Any ideas?

A few weeks ago there was a well drilling rig there drilling a well. I would think it would be a water well as the pipe was over the storm drain earlier this week.

Sounds like a test pump for developing a new drinking water well.
