Default Home Built Vehicle for Multi Modal Path

I have built many vehicles from scratch over the years. Here is a pic of a chopper I built my grandson.

The Villages Florida

For my next project, I am thinking about replicating a King Midget. If I limit the speed to 19 MPH, and build smaller than a stretched golf cart, do you think I would catch flak for treating it like a golf cart and using multi modal paths...no golf course usage.
It would look similar the this

I can't speak to the issue of legality, but I will say that your work looks absolutely awesome!

Yes. Your work looks great. I've seen other devices and wheels on the multi modal paths such as mobility scoots, roller blades, and other cycles.

Seems like it would be okay. Just hope people don't forget to look where they're going while looking at your mini vehicle.

BTW -- If your grandson gets tired of his chopper I know of an adored grandson who would be in hog heaven (pun intended) with that bike.
