I think this is the manufacturer, cost is about $8 sq ft

So roof on 15x25 is $3000 in materiel

I got them from the "Contractors Ratings/Reviews

All Exterior Roofing and Aluminum. I got several quotes and picked this company because I wanted new shingles too and this company does both. I just felt there wouldn't be any finger pointing from using 2 contractors this way.

Actually, shingles are not required by the building codes. Just look at the historical section of The Villages. I am having them put on only as a preference. My job had to be designed by an engineer to determine loads before a permit was issued.

Do you need a building permit and review by the ARC?

That depends on the district you are located in, here it is clearly stated in C&R's
