It appears that the $600 a week is letting the restaurant staff stay home.

What $600? The minimum wage of $300 a week, Federal assistance, has been stopped in Florida, no? Maybe people have decided they don't want these dead end, low paying, poopy jobs, or maybe because they got lousy tips. ;-)
