I would think the driver lives in the villages or the man with the dog would be driving

Can’t help thinking the “victim” was somehow complicit. Bitten on right arm. Did he try to take toy away and the pooch nipped him?Did he try to break up dog skirmish. Was victim on blood thinners so it looks like a lion munched him? Victim wasn’t just sitting reading the paper and was randomly and innocently attacked by retriever. Just unfortunate situation that he was complicit in. Victim might be wanting to hire a Dan Newlin to get justice. Something doesn’t smell right.

According to 'the other website' victim has started anti-rabies jabs, as dog or owner still not traced.

I can't help thinking you are grasping at straws. What evidence do you have to lead you to such conclusions?
In any case, such "complicity" as you describe, does not relieve the dog's owner from the responsibility of providing documentation that the dog has been properly vaccinated against rabies. When and if this dog's owner is identified, he deserves to be sued.

Agree with you. Something doesn't smell right, and it is the way you seem to want to shift responsibility on to the victim. A person was bitten by a dog. The dogs owner did not report the incident, provide aid or assistance or information. Fled the scene with the aid of another, now an accomplice.
Wonder if the daily would run a public service ad with photos saying, " if you see these men contact xxx-xxx-xxxx". Just a crazy thought.
Today victim is undergoing possibly unnecessary medical treatment and two men who are on the lam knowing that there are others who know what kind of individuals they are. Sad for all involved.
