I thought it takes six years before the transition. Is it three?

The documents establishing CDD14 may lay out a different schedule.

It is possible that the six-year transition is the maximum allowed by the Florida Statutes for CDDs.

And replace with this part...

How is the above inconsistent? When the CDD was established it likely had three supervisors with two-year terms and two supervisors with four-year terms. It could be that the two-year terms began in 2022 and this year is the end of their terms. As it has not been six years yet, the election is by Landowners (rather than electors).

This is from districtgov.org website under CDD 14.

The Board of Supervisors is currently comprised of five landowner seats, which means all five supervisors were elected by landowner votes (one vote per acre or part thereof). After six years of existence, and 250 registered voters residing in the District, the seats will transition in staggered terms to qualified seats. Once the transition begins, eventually all supervisors will be elected by ‘qualified electors’ (registered voters) residing in the District. They are elected on a non-partisan basis on the general election ballot.

The two candidates receiving the highest number of votes shall be elected for a period of 4 years, and the three candidates receiving
the next largest number of votes shall be elected for a period of 2 years.

After the 6 years and 250 seat (homes) requirement is met, the votes are turned over to the homeowners.

The Land Owner is the Developer. He gets to choose the CDD 14 commissioners until there are enough homeowners.

The landowner is the person who owns the land. There is a longer definition in Chapter 190 but a name on a deed makes one a landowner.

Unless I'm misreading something, if the upcoming vote is a Landowner vote then anyone whose name is on a deed would be able to take part. I've never been part of a landowner vote so I'm not sure how this is checked.

Yes, you are right. The land owner is the entity named on the deed. For all that vacant land and unsold homes, the name on the deed is the developer.

When enough homes are sold that there are 250 registered Florida voters in the district, then those people will get to vote on new commissioners. Two new commissioners each election cycle.

The 6 years is the transition to Qualified Elector (registered Florida votes), the elections for Supervisors still happens every 2 years (3/2 split) be it land owner or qualified elector. Yes, there will be a period of time when some will be elected by the land owners and some will be QE elected. That’s the way it was when I was the first QE supervisor on the CDD10 board.

Unless there are unsold properties in CDD14, the developer may have only a few votes for the LO election in November.

I just watched your video. How are the elections held? Are they held at the same time as the presidential election? If we get one vote per household instead of per person, how is that done? Is there a separate ballot?
And what happens if a husband and wife disagree on who to vote for?
