Have you, by any chance, "ignored" JJ? A configuration change to the forums a few months ago now make those posts completely invisible which sounds much like eight posts you noted.

Ahhhh, yes! A new lesson learned by an old dog. I had indeed placed him on PermaBan for his constant railing about Karen-like issues and Climate Change lies / propaganda / misinformation.

I don't believe that non-law enforcement personnel can implement a traffic stop and issue a citation. At least not on public roads. In fact, trying to do such a thing could land a non-law enforcement person in serious trouble. And I do not know how TV could legally create its own police department. What jurisdiction would it fall under? You are talking three different counties and numerous cities. There would have to be some kind of charter and it would have to have state approval. Not going to happen under the current structure. If the problem of non-conforming golf carts is as prevalent as you say it is, perhaps a public awareness campaign would work better than trying to direct LEO's from a half dozen or more police departments to take up that cause.

I am certain non-law enforcement personnel cannot initiate a legal detention (i.e.- pedestrian or vehicle traffic stop). Doing so is a significant crime called False Imprisonment (the unlawful restricting of one's movements) and a lesser significant Impersonating a police officer.

Those powers and authorities are only granted to sworn government agents aka gun toters. If they don't have one, they aren't sworn LE. Of course, some will have firearms that are not sworn law enforcement, like armed security guards, but ALL sworn police officers/deputies/federal agents, etc. in the U.S. will carry a firearm.

The Villages could set up an autonomous district like Disney did with the Reedy District. However, as pointed out by cjrjck, not likely to happen in the current political environment.

JMintzer, JimmyJam (funny) may not have an EV or any vehicle at all. He just turned 81 last month, so he may not drive. Probably shouldn't. He's the old guy standing on the side of the cart path shaking his fist at those speeding "Utes." For comparison sake, that is the same age as the current President of the U.S.

As one of the new generation of retirees, I find the above statement a bit odd. ALL the rule bending I read about and personally observe is being done by those that arrived before me and appear to be much older than me. Must of us young whippersnappers are still watching you old guys to see what we can get away with.
