Is it a fence or a wall? Do you want to drill the inside or outside?
You probably wouldn't be able to drill the outside where neighbors could see.

If the fence is shared with your next door neighbor, it is not your fence. You are required to maintain your side of the fence. I would definitely not drill a hole in it.

We have a wall in the back and white fence on each side. I could see using some stick on hooks etc but not drilling through.

I just would not drill all the way through. I have drillled (not all the way through) and put in a hanger at the post but not much to drill anywhere else.

The original owners of our courtyard villa had drilled through the fence out front (not shared with a neighbor) and put up a flag holder. We ourselves don't use it, but it's never been a problem. I would like to remove it, as the screws are starting to leave rust stains on the fence, but I'm not sure how to cover the holes. Any suggestions on this issue? Thanks!

Remove it and glue some plastic screw caps over the holes.

Read your deed restriction document. In my deed restriction document, maintaining and/or repairing the fence is a shared responsibility with your neighbor. You are responsible for maintaining your side of the fence.
