Default Intersection: Morris and Rio Grande

What is it with this intersection? Traffic is always backed up. Why does only North traffic go at one point and then South Traffic and then East Traffic. Has it always been this way?

Its a real mess, they need to put some kind of traffic pattern there for cars and carts making a right turn off Rio Grand onto Morris, Some carts merge and some don't, It has to be marked more clearly.

It was changed to allow traffic to make a left turn onto Rio Grande. Before it was nearly impossible to turn left, people would block the intersection and turn on the yellow or red. I have waited up to 10 minutes to get thru that intersection before it changed. It used to be a 3 way stop. No one seemed to know who had right of way. Before they marked it for carts to merge with the traffic, i have seen numerous carts ran into the ditch there because people would not watch their right side and turn right without stopping and using the cart lane. Even tho the cart lane has been slashed marked and carts required to merge, majority of the carts won't merge. Really have to watch this intersection and the one at San Marino also.
