Why do people insist on making claims without looking them up first, do they really think no one will check? Proof by emphatic assertion rarely works. Street legal carts are absolutely allowed on the cart paths. If for instance driving from Sarasota to Turtle Mound, you are NOT ALLOWED on 466A. If not allowed on cart path they would have to maybe go all the way down Pinellas to Buena Vista and go back to tunnel under 466A.

Some of us should not be driving at all, most particularly in heavy, often mixed (car, cart, bicycle) traffic. Unfortunately those about whom this is most true, will be the ones most heavily denying that fact.

I've also had close calls with fast-moving carts rushing to pass extremely close in front or behind me in crosswalks with no warning, sometimes focused only on nabbing a rare parking spot in a crowded Square. As a Pedestrian in TV, you must be on the defensive at all times and keep checking your back, as you have no warning and many cart drivers seem to care little that unwillingness to slow their cart's momentum could cause an injury that could prevent someone from ever walking again. Quite a few who routinely take a shortcut by whipping through the Winn Dixie parking lot at LSL exhibit this behavior.

Street legal carts can only drive on roads with posted speed limit of 35 mph or lower. They can cross streets with a higher speed limit but only at an intersection.
Street legal carts may drive on paths but should not exceed 20 mph.
