Default Which entity to pay the $15,000,000 or $12,620,000 for Morse Blvd. golf cart lane

Which entity will pay for the Morse Blvd golf cart lane?
I recognize it will eventually be paid by the taxpayers, but curious which entity initially foots the tab? County??

Myself like a lot of folks here have reviewed the Morse Blvd proposals which provide essentially 3 options

Alternative 1 $15,280,000+/-
Alternative 2 $12,620,000+/-
Alternative 3, $0, leave as is

Probably the same people who pay for the Route 44 sidewalks or the US 441 sidewalks. Can you imagine the hordes of people who will walk these sidewalks?

Way too big of an expense for one district to pay for, especially for improvements that would benefit many other districts in the vicinity.

Maybe they can come up with an alternative to the proposed job. At the very least, a tunnel under Morse, from the entrance of Tierra del Sol and over where the golf cart path picks up. That would eliminate the need for golf carts to cross Morse at all to get to the golf cart path, if they're heading south. And it'd eliminate the need for golf carts to cross Morse at all if they're coming north and want to go to Tierra del Sol.

I live South of 466 so no, I won't be paying for a MMP on Morse because some people don't know how to drive.
