What I found…
My home was built in 2020. I too have a bulb flicker issue in two bedrooms. I found the issue was the fancy toilet bidet I have . The outlet happened to be on the same circuit for the outlets in the other bedrooms. The bidet has a water heater which for some reason causes enough of a power draw to cause a noticeable flickering of any led table top lamp to flicker every time that heater kicks on. Since LED bulbs have such a low power consumption, they may be more sensitive to minor interference. It’s frustrating, but I do blame the bulbs, and not the wiring in the home.

Bought in 2021 and have replaced numerous bulbs of the type shown in post #16. All were flickering prior to replacement. I've typically replaced them with GE bulbs of the same type. I always keep the receipt and note when bulbs have been changed. GE will replace defective lamps (i.e. send you a coupon) if you keep the UPC code and receipt.

We live south of 44 and this happens a lot. It’s not the power company, it’s the led lights. We’ve had the electrical guys here multiple times during the 1st year, they made some adjustments in the switches but still does it when initially turning on the lights. It’s the lights that are causing this. When they wear out, I will put different led lights in the cans

Probably because you have light bulbs not compatible with dimmer switches. That was the issue at our home.
