Default Flyers?

Okay, I know door-to-door soliciting is prohibited but what's the rule on flyers? Can people offering services leave them on lanai doors? Just wondering cause I've had flyers delivered this way twice -- once for a product/service I had an interest, another for a not my lifetime thing.

I sure hope not, because I see the potential for a lot of trash stuck in my door, or else blowing down the street! Bah, humbug!
