Default Low power

I live in Santiago. We are noticing lights flickering, low lighting, microwave struggling....is there something going on in this area?

If this was a once and done occurrence, then there was probably something going on in the area, if this happens several times, please contact an electrician and have your circuit breaker panel checked out. Loose connections can cause the problems you describe, and these can be dangerous. It sounds like there is more then on circuit involved, the MW is typically on a dedicated circuit, and separate from the lighting.
