It sounds like your lock feature is not functioning because that is what it is supposed to do.

Just lock your garage door opener at the wall pad when you leave for any extended time. Even if you go away for a short weekend. it's Peace of mind.

But after thinking about it, I wondered how I could program the homelink using my remote but they couldn’t program the MyQ using the remote. I suppose maybe the opener needs to be programmed to the MyQ and not the other way around like homelink. Has anyone successfully paired a MyQ controller to an MVP opener?
The reprogram button is small hole on wall switch. There is one inside but hard to get to.

Correct. To reprogram the remote:

Step 1 - Insert a paper clip into the hole for about 6 seconds until the red light on the overhead motor comes on and then goes off. The system is now cleared.

Step 2 - Insert a paper clip into the hole and remove it. The red light on the overhead motor will be on. Then, press the middle button on the remote and the red light will go out. Test the remote.

This should solve the problem with your neighbor's garage door.

According to Romac, doing the steps in Post No. 34 will change the remote codes.

My home was built in 2004 and had the MVP opener on the garage door. I didn’t like the noise of the chain drive and I wanted a Wifi opener.
Had a Chamberlain Wifi belt drive unit installed.
I was amazed at how much quieter it was,
and it’s much more secure as far as codes are concerned.
I’m curious since MVP openers are no
longer made, what openers are being installed
in new construction?
