Default Gates in villages of Hawkins and St Johns

I travel Meggison regularly and am wondering why the newer area (phase II Hawkins, St. Johns) do not have the gate arm installed. They seem to have all the components except the metal arm. Hawkins for sure is done and St Johns is over 95% sold. Does anyone know why? Really seem like a safety feature for the people that drive golf carts!

They will be installed once the new construction comes to an end.

Because contractors knock them down faster than they can put them back up. They’ll install when construction is closer to completion.
