Guest Passes- Marion county

Default Guest Passes- Marion county

I have a friend who lives in Marion county. I wanted to get a guest pass. But there's a contingency in that guest passes cannot be given to residents of Marion, Sumter or Lake counties.

I will follow the rules. But I wonder what is logic of this restriction.

TV does not want our neighbors using our amenities for free. If they want to use our amenities, they can move here.

Without that restriction, non-residents within a short driving distance who are friends with a resident could get perpetual guest passes and in effect enjoy all our amenities for free
