My dad is also unable to move around (he's now unable to leave the house without medical transport or a hydraulic lift into his wheelchair for a "walk" around the block), but when he was able to sit in the car, his aide would drive him to and from. Any kind of walking more than a few hundred feet would exhaust him and we'd have to turn around and go home. But he was able to walk with a walker, for that few hundred feet. In other words - from a handicap spot, to the table in the restaurant.

He hasn't been able to drive for almost 6 years, so no - the DRIVER wouldn't prove a thing.
If parked in a handicapped space the operator of the vehicle needs to prove he/she is in fact the person with the handicap or is operating the vehicle for a person with a handicap (the owner of the placard) and the person with the handicap is/was in fact being transported. This is to prevent someone without a handicap from just using the car with the handicap placard from parking in a handicapped spot for their own advantage. A handicap placard is issued to an individual NOT a car. I would assume the same rules go for a handicapped registration but I can't speak to that.

My mother had a condition that required her to park close to entrances. She didn’t use a wheelchair. Some handicaps and disabilities are not visible.

According to google AI:
Yes, a valid disability placard can be used to park a golf cart in a handicap space in Florida. Golf carts are treated the same as other vehicles for handicap parking. The placard should be displayed on the golf cart, either on the rear-view mirror or secured to the cart. Parking without a placard could result in a ticket.
Wheelchair only? What if you have a walker or you’re missing a leg? Or MS? A lot of reasons for using a handicap sticker other than needing a wheelchair

Why would the persons handicap change due to choice of vehicle?

I have a state-issued placard. I used it to obtain a handicap Flag for my golf course. When I park in the Community center, I use the flag and have never had a problem.

There should be a part of an entire aisle dedicated to wheel-chair only access, with a sidewalk up the whole aisle where people front in. That way they get out of the car, into their transport chairs (or down their lift if it's a handivan), wheel onto the sidewalk in front of their vehicle, and not worry about traffic until they get to the end of the sidewalk in front of the store(s).

It's the people who can still walk, but need assistance, who need those closer spaces.

But, they need wider space to get in and out of wheel chair. That’s way spaces up front are wider.

I personally think they should have designated handicap zones for golf carts.
My wife was in a wheelchair for years and if you look at the handicap zone there is added space to accommodate a wheelchair.
I sometimes would see people leaving a restaurant get into their golf cart with a handicap card that did not seem to have a disability.
While I was struggling to get my wife out of the car and into her wheelchair without scratching the car next to me.

Correct. If you want to have 'special privileges' at golf courses, you must contact TV golf dept and apply for a placard for golf courses.

TV golf courses tell me that you have to get a Villages-issued placard for golf courses.

Wheelchairs are not needed for a disability plac. Disability parking spots are for two types of disability. People needing more room with a wheelchair and those people who can’t walk far because of their disability…crippled with a cane or walker, severe heart conditions, breathing disabilities, etc. that can’t walk across a parking lot for any distance.

If you need a **village-issued handicap parking placard**, you must first obtain a **state-issued handicap placard** from the Florida Department of Highway Safety and Motor Vehicles. The state-issued placard is necessary to ensure that all handicap parking permits meet the same standards and regulations.

He had forgotten but it was in the cab. Sheriff, asked permission for keys, went outside and placed placard. Thanked him for his service and left. He was a Korea veteran. Outstanding what the sheriff did. She could have just written the ticket and left.
It is my belief that most sheriff's, most law enforcement folks, ARE outstanding.
